Regional Environmental Experience
SECI has considerable expertise and experience in Maryland, Delaware, and Pennsylvania. Our staff is on a first name basis with many of the regulators in these regions. Our project experience with Brownfield / Revitalization lending institution includes preparation of environmental reports and document for PIDA, PIDC, PEDFA and associated Enterprise Zone Loans. We have DNREC USTB and MDE-OCP closures for petroleum contaminated sites, and ACT 2 closures for petroleum and hazardous waste sites in Pennsylvania.

survey department utilizes state-of-the-art technology and experienced
personnel on all surveying and mapping projects. We have a proven track record for
obtaining environmental closure, for "value engineering" and smart, cost-effective solutions to difficult
problems.
Experienced
Staff
Key personnel within SECI include Bill Stephens, President and Director
of Operations, Bruce J. Hartmann, PE, Supervising
Engineer, and Robert Wijkowski, PLS, Survey Manager. Mr. Michael A. Nawrocki, PE, PG is also an associate and senior
consultant with the firm. Collectively, the senior consultants possess
more than 125 years of relevant experience in environmental consulting,
civil, geological and geotechnical engineering, surveying, and land development, much
of which was acquired with projects in the Tri-State Area.
Superfund and LUST Projects
Mr. Stephens and Mr. Hartmann both have extensive experience with
Federal and/or State "Superfund" projects from front-end investigations
through remedial design and remedial construction oversight. Mr. Hartmann's
experience includes design of the cap for the CCA landfill in Wilmington,
and the Fox Run site in New Castle County.
Surveying
and Engineering Services
SECI provides a full range of surveying, engineering and land planning services
for commercial, industrial, telecommunication clients and private developers.
Samples of SECI's active projects include:
"The
Estuary" - A 1050 lot single family development in Sussex County,
Delaware. SECI performed all the boundary surveys, topographic
surveys, wetland delineations, and general site specific hydrogeologic
investigation. SECI prepared and submitted the Preliminary Plan
following PLUS approval. SECI is the lead
engineer-surveyor-consultant of record for this project.
Windsor Farm
- SECI preformed the boundary and field run topography for this three
hundred acre, two parcel project. SECI also prepared and obtained
preliminary approval for Phase 1 "Windsor Farm North". The Phase 2
is currently in design.
Northwestern
Life Alta Survey - SECI recently completed this rush ALTA survey for
tracts at the Newark - Elkton I-95 interchange.
Striper Bay
Car Wash - SECI provided all surveying, civil design and environmental
services for this future care wash in North East, Maryland. Final
approvals have been obtained or are pending.
County
Meadows - SECI finalized the civil design and obtained all approvals for
this seventy-four lot subdivision in Sussex County, Delaware. This
project was sold to another developer and SECI is currently providing
construction stakeout services.
Broad Creek Seasonal RV Park - SECI provided all boundary, field run topography, wetland delineation, and existing conditions surveys for an existing forty seven unit seasonal RV campground on Broad Creek, Laurel, Sussex County, Delaware. SECI provided a design to expand and rehabilitate the campground, prepared a conditional use application and obtained unanimous Planning and Zoning approval. Approval by County Council awaits PLUS review. Campground and RV park design is specialty service SECI can provided nationwide.
Environmental Due Diligence Projects
SECI has completed hundreds of Phase 1 & Phase 2 Environmental Site Assessments,
Wetland and Protected Natural Resource Evaluations, and Development Feasibility
Studies for Commercial-Industrial Real Estate Transactions and Corporate Acquisitions.
SECI is approved by most major and local lending institutions including government
financial institutions and regulatory agencies.
New
Castle County, Delaware - UDC Special Services
Specialty consulting services we have provided and are currently providing
for land development projects in New Castle County include Cockeysville Formation,
Wellhead and Recharge Water Resource Protection Area (WRPA) investigations,
wetland delineations and mitigation design, storm water quality and quantity
management for standard ponds and infiltration practices, Neotraditional Community
Planning, as well as actual subdivision and construction improvement engineering.
