Regional Experience
SECI has considerable expertise and experience in Maryland, Delaware, and Pennsylvania. Our staff is on a first name basis with many of the regulators in these regions. Our project experience with Brownfield / Revitalization lending institution includes preparation of environmental reports and document for PIDA, PIDC, PEDFA and associated Enterprise Zone Loans. We have DNREC USTB and MDE-OCP closures for petroleum contaminated sites, and ACT 2 closures for petroleum and hazardous waste sites in Pennsylvania.

survey department utilizes state-of-the-art technology and experienced
personnel on all surveying and mapping projects. We have a proven track record for
obtaining environmental closure, for "value engineered" and smart, cost-effective solutions to difficult
problems.
Experienced
Staff
Key personnel within SECI include Bill Stephens, President and Director
of Operations; Mr. Michael A. Nawrocki, PE, PG, senior
consultant with the firm; and Mr. Michael J. Early, PLS, as Director.
Collectively, the senior consultants possess
more than 80 years of relevant experience in environmental consulting,
civil, hydrological, geological and geotechnical engineering, surveying, and land development, much
of which was acquired with projects in the Tri-State Area.
Superfund and LUST Projects
Mr. Stephens and Mr. Nawrocki both have extensive experience with
Federal and/or State "Superfund" projects from front-end investigations
through remedial design and remedial construction oversight. Mr. Stephens spearheaded several of DNREC's first-fund sites.
Surveying and Engineering Services
SECI provides a full range of surveying, engineering and land planning services
for commercial, industrial, telecommunication clients and private developers.

Environmental Due Diligence Projects
SECI has completed hundreds of Phase 1 & Phase 2 Environmental Site Assessments,
Wetland and Protected Natural Resource Evaluations, and Development Feasibility
Studies for Commercial-Industrial Real Estate Transactions and Corporate Acquisitions.
SECI is approved by most major and local lending institutions including government
financial institutions and regulatory agencies. We routinely utilize our robust in-house GIS
capabilities to analyze and prepare maps for all environmental and geologic projects.
New Castle County, Delaware - UDC Special Services
Specialty consulting services we have provided and currently offer
for land development projects in New Castle County include Cockeysville Formation,
Wellhead and Recharge Water Resource Protection Area (WRPA) investigations,
wetland delineations and mitigation design, storm water quality and quantity
management for standard ponds and infiltration practices.
