Rock Springs Power Plant Groundwater EIS
SECI was awarded a contract with Old Dominion Electric Cooperative (ODEC) to conduct a groundwater environmental impact study at the new Rock Springs Power Generating Facility in Rising Sun, Cecil County, Maryland. SECI was selected by both ODEC and the Rock Springs Alliance, a local citizens group, to conduct the court-ordered study as part of their settlement agreement. The scope of work includes aquifer testing and groundwater modeling to assess the potential impact that the plant’s potential future groundwater withdrawals may have on local domestic water supply wells. SECI has completed both short-term and long-term pump tests (see inset). SECI has also completed a survey of neighboring wells using GPS technology to incorporate those wells in the groundwater. Results are pending modeling analysis.

Dimauro Property Subdivision

SECI has been awarded a contract to design an approximate 20 lot subdivision in southern Lancaster County, Pennsylvania. The property is zoned "Village Residential" and is located in Wakefield, a small cross-roads agricultural community. Development design for this parcel is key within the township’s Comprehensive Plan, and will be prepared by Bill Stephens, President of SECI and a Lancaster County Planning Commission certified Lancaster County Master Planner. SECI obtained variances necessary to achieve a sensible design in order to begin engineering design.


Gemcraft Homes Sites

ECI has teamed up with Campbell and Nolan Associates (CNA) of Bel Air, Maryland to provide builders services (surveying and engineering) for six subdivisions acquired by Gemcraft Homes in the central Delmarva-Coastal Resorts area. As a subconsultant to CNA, SECI is providing on-site surveying services on these projects from our Newark, Delaware and Salisbury, Maryland offices. SECI is also providing septic system design for the Bay Ridge Woods project located near the area of Lewes-Rehoboth, Delaware.


Morgan’s Ridge
SECI received final approval for the 24 lot subdivision known as Morgan’s Ridge, in the fall of 2002. SECI performed the boundary and topographic survey, wetland delineation, wetland flag survey, and provided all engineering design services, including the following reports and plans: Sketch Plat submission, Preliminary Plat submission, Record Plat submission, Road Plans and profiles, Drainage, Stormwater Management and prepared all construction improvement plans. The project has been acquired by P&A Engineering.


Asbury Meadows Subdivision Gets Final Approval
SECI recently obtained approvals for Asbury Meadows, a 16 lot subdivision in central Sussex County, Delaware. The developer, Sussex Ventures, engaged SECI to complete the engineering design and construction improvement plans for the project.SECI’s innovation design employed biofiltration swales and a "micropool" for stormwater quality management. The need for costly, unsightly detention basins was eliminated from this project.


Country Meadows Denial Gets Overturned, Preliminary Approval Granted
Country Meadows receives Preliminary approval from County Council. SECI was engaged by Sussex Ventures to provide a hydraulic analysis of the drainage way and contributing subwatershed surrounding the proposed subdivision of Country Meadows in Millsboro, Delaware. The purpose of the study was to evaluate the potential for the proposed development to exacerbate existing flooding conditions upstream. SECI’s analysis demonstrated conclusively that the development would have no impact on upstream conditions (flooding was caused by an undersized highway culvert upstream and off-site) and would actually reduce on-site erosion and sedimentation downstream. The results of the study along with other factors led the Council to overturn Planning and Zoning’s previous denial.


SECI finalizes plans for a neo-traditional development in the Town of Milton.
Working with Robert Blayney of Preserve On The Broadkill, LLC and Elizabeth Zando of Zando Designs has designed a "Traditional Neighborhood Development or TND" in the Town of Milton, Sussex County, Delaware. The site named "Preserve on the Broadkill" borders the Broadkill river and the Town Park. It includes a navigable waterway with access to the Delaware Bay . SECI Finalizes Surveys of Hazardous Waste Landfill for WESTON
and EPA Region III on 12th Street Landfill.
SECI was awarded a subcontract by WESTON under their SATA Contract with the EPA Region III to provide boundary and topographical surveys of properties located along the eastern shore of Brandywine Creek. Areas were under investigation by EPA Region III as a potential uncontrolled hazardous substance landfill.

SECI's 40 hour OSHA trained survey crews mapped the site and prepared property, sample location and topographical survey plans for WESTON. SECI continued to provide surveying support services to the EPA's remedial contractor as remedial work progressed.

SECI Provides Environmental Support to Delaware Transit Authority (DART)


TANK REMOVAL
Working as a consultant to DART's UST Removal contractor, SECI obtained conditional closure for subsurface conditions at DART Parking Lot # 6 in Wilmington, DE. The closure was obtained under Delaware's New Risk Based Corrective Action Program (DeRBCAP). Proposed improvements to the site required disturbance of contaminated soil. SECI assisted Dart's site contractor with management of the impacted soils and associated health and safety issues. The additional remediation was accomplished on an accelerated basis, minimizing impact to the construction schedule.
