QUALIFICATIONS
Mr. Stephens is a seasoned geologist with over 15 years of experience in the planning, design, investigation and construction supervision of various environmental and civil engineering projects. As an environmental scientist/project manager, Mr. Stephens has conducted over 300 Phase I and Phase II Environmental Site Assessments, Leaking Underground Storage Tank Investigations, Water Resources and Wetland Evaluations, and State reviewed hazardous waste site evaluations with professional fees ranging from 1.5K to over 400K. Mr. Stephens has also supervised various aspects of emergency and interim response clean-ups, asbestos and lead paint surveys and abatement, and soil and groundwater remedial activities. Mr. Stephens designed and supervised the investigation and Interim Response Action (IRA) for Delaware’s first Brownfield site, and spearheaded the remedial investigation, feasibility study, remedial design and remedial action oversight for a hazardous waste site under Maine’s Voluntary Remedial Action Program (VRAP).

As president of SECI, Mr. Stephens has completed over 300 hundred projects. Mr. Stephens has successfully closed a number of LUST sites, and recently obtained closure for a hazardous waste site in Lancaster County Pennsylvania under PA's Act 2.

Mr. Stephens’ civil , design and land planning experience includes the engineering design of small to large commercial and residential subdivisions, preparation of construction plans and specifications, grading, drainage, road alignment, stormwater management, erosion and sedimentation control and wetland-natural resource mapping, planning and permitting. Mr. Stephens has conducted and supervised all phases of surveying on projects from simple mortgage inspections, and minor subdivisions to the planning, design and construction stakeout supervision of large multiphase Diversified Planned Unit Developments (DPUDs) over 1000 acres in size.

QUALIFICATIONS
Mr. Hartmann has over twenty five years of experience in planning, investigation, design, and construction of various environmental/civil engineering projects. For nine years, Mr. Hartmann managed the corporate Engineering and Environmental Affairs group for Chemical Leaman Corporation which provided technical support to the corporation's 90+ operating facilities concerning environmental compliance, waste characterization and disposal, wastewater plant operations, employee training, environmental policies and procedures and facility operation and maintenance. All capital improvement projects were designed and constructed by this corporate group at a funding level of approximately $5 million per year. The remainder of Mr. Hartmann's years of experience have been with environmental engineers and consultants. During these years, projects ranging from preliminary evaluation through design, construction and remediation have been performed for clients ranging from small commercial/industrial clients to large corporations, utilities and state/federal government agencies.
